No DLC is required to participate. However, if you want to practice offline you will need the DLC for the track.
Each driver will be assigned into a heat regulated by a table. Each driver does 2 heats and the score earned in those heats decide whether a driver makes it to the final or not.
Check out the rulebook in the "RULES" section along with the additional rules specifically for rallycross.

~19:00 CEST: 1 Hour Practice start.
~20:00 CEST: Drivers briefing in discord.
~20:06 CEST: Heat 1, 5 Min Qualifying start.
~20:13 CEST: Heat 1, 6 Lap Race start.
~20:19 CEST: Heat 2, 5 Min Qualifying start.
~20:26 CEST: Heat 2, 6 Lap Race start.
~20:32 CEST: Heat 3, 5 Min Qualifying start.
~20:39 CEST: Heat 3, 6 Lap Race start.
~20:45 CEST: Heat 4, 5 Min Qualifying start.
~20:52 CEST: Heat 4, 6 Lap Race start.
~21:00 CEST: Final, 5 Min Qualifying start.
~21:07 CEST: Final, 8 Lap Race start.
~21:17 CEST: Expected event finish.
In case there are more than 16 sign-ups there will be more heats and semi-finals.
Advise:
You can use a mobile app called SIM Dashboard to show extra information such as the current weather, overall fastest lap time, fuel/lap and tire life in %.
You do not need the Track DLC in Automobilista 2 to still participate in the online races. AMS2 Allows you to join hosted servers using a DLC track without you privatley owning it. Since there also is a 1 hour practice session before the race you can also practice.
